1 Agreement and scope
These terms govern the Hylpers website and regional marketplace services provided by Hylpers L.L.C-FZ. A Service Seeker requests or purchases a service; a Service Provider independently offers or performs it. A Provider Rate is the provider’s service price. A confirmed booking is an accepted service arrangement recorded through the app.
When you create an account or submit a booking, you must review and accept the terms presented to you. If you act for a business, you must have authority to bind it. These terms do not remove rights that cannot lawfully be waived.
2 The Hylpers marketplace
Hylpers provides the platform for discovery, communications, booking and payment administration. The Service Provider performs the agreed service. Hylpers does not employ providers or act as a recruitment, staffing or manpower agency. The description of this relationship does not override rights or obligations imposed by applicable law.
Hylpers does not guarantee that a service will be available, that a request will be accepted, or that a provider will obtain bookings or a particular income.
3 Accounts and eligibility
Account holders must be at least 18 and legally able to enter the relevant arrangement. Provide accurate information, protect credentials and one-time codes, and report suspected account misuse. Keep contact and payment details current. Do not impersonate another person or create accounts to evade restrictions.
4 Provider responsibilities
Providers determine their offered services, rates and availability and must describe them accurately. Accept only work you can lawfully and competently perform. Maintain required licences, permits, qualifications, permissions and insurance for your activity and location. Complete applicable onboarding before using restricted booking or payout features.
Providers are responsible for their service delivery, business expenses and tax obligations. Do not misrepresent credentials, payment verification or other checks as a guarantee of safety or professional approval.
5 Service Seeker responsibilities
Describe the requested service, access conditions and relevant hazards accurately. Confirm the scope, timing, price and any required qualifications before booking. Provide safe and lawful access, pay amounts properly due, and confirm completion truthfully. A business customer is responsible for having authority to purchase the service.
6 Permitted services and conduct
Only offer or request services allowed in the app and permitted by applicable law. A listed category does not itself authorise a regulated activity. Illegal, exploitative, dangerous or prohibited services, false credentials, harassment, discrimination, fraud and misuse of another person’s information are prohibited.
Do not hack, scrape without authorisation, manipulate reviews, interfere with payment systems or arrange off-platform payments to evade Hylpers fees on a booking introduced through the platform. Nothing in this clause limits lawful reporting or consumer rights.
7 Booking and payment confirmation
Review the service details, total amount and cancellation conditions before requesting a booking. A booking is confirmed only when the required payment authorisation or processing and provider acceptance or confirmation have occurred. Check the status displayed in the app.
Record material changes, cancellations and completion through the app where possible. Contact support promptly if the app is unavailable or a status is incorrect. A payment authorisation may be a temporary hold rather than a completed charge.
The minimum booking duration for UAE services is three hours. The service duration and total amount must be clear before a booking is accepted.
8 Standard fees and subscriptions
Service Seekers pay a 20% Hylpers convenience fee on top of the Service Provider’s listed rate. Service Providers receive 100% of their listed rate for standard bookings; Hylpers does not deduct any commission, payment-processing fee, or other mandatory platform charge from that rate. No mandatory subscription is required for either side. Applicable taxes and optional paid promotional features are separate.
The total amount payable and any applicable charges must be disclosed before the user agrees. Where law requires mandatory charges to be included in an advertised or listed price, that price includes them. A fee breakdown may show the provider amount and the Hylpers fee separately.
Service Providers remain responsible for their own applicable taxes and business expenses. Hylpers will not add an undisclosed mandatory charge to an already accepted booking.
9 Payments, onboarding and payouts
Telr or a disclosed replacement payment provider handles the applicable payment and onboarding process. Additional partner terms and verification requirements may apply. Payment partners may collect identity, bank and payment information through their own secure flows. Hylpers receives references, status information and other data needed to administer transactions, as explained in the regional privacy policy.
Payouts depend on successful processing, partner requirements and any lawful refund, dispute or security review. Hylpers does not deduct any commission or payment-processing fee from the Service Provider’s listed rate for standard bookings. Any future change affecting provider payouts must be clearly disclosed for future bookings and must not retroactively alter an accepted booking. Do not send full payment credentials or identity documents through ordinary support messages.
10 Meaning of verification
Payment onboarding and identity verification are not criminal background checks or confirmation of every professional licence. Users must not interpret a payment status or badge more broadly than its stated meaning.
11 Optional paid promotion
Featured placement and other promotional tools are optional. Their price, duration, renewal conditions and cancellation method are disclosed before purchase. Paid placement does not guarantee a ranking position, booking volume or income. Any recurring optional feature requires the applicable purchase consent; it does not make a subscription mandatory for standard marketplace use.
12 Cancellations and refunds
A Service Seeker may cancel at least 12 hours before the scheduled start without a Hylpers cancellation charge. The amount paid for the booking is refundable, including the Hylpers convenience fee and any applicable refundable tax, subject to the disclosed refund conditions and applicable law. Mandatory refund rights are preserved.
Cancellation less than 12 hours before the start, or a Service Seeker no-show that prevents performance, may lead to a charge up to the full booking amount where the disclosed conditions and law allow. Provider cancellation, non-attendance or material non-performance is reviewed for an appropriate full or partial refund. Exceptions, safety concerns, payment errors and genuine emergencies are considered fairly.
Approved refunds normally return to the original payment method. Processing and bank posting times vary. Hylpers provides the refund status or reference when available. The regional refund and cancellation policy explains the process. Statutory rights take priority.
13 Raising a dispute
Report a problem as soon as possible, preferably within 24 hours after the scheduled end. This is a request for prompt reporting, not a waiver of statutory or payment-provider rights. Include the booking reference, relevant communications and reasonable evidence. Delays can make factual review harder but do not automatically extinguish a valid legal claim.
Hylpers may seek information from both parties, review records and communicate an outcome. Outcomes can include an authorised refund or payment release, an agreed reschedule or appropriate account action. See the regional dispute policy.
14 Bank disputes and chargebacks
You may contact your bank, card issuer or payment provider about an incorrect or unauthorised transaction. Hylpers may provide accurate evidence when responding to a dispute. Seeking a lawful chargeback does not itself constitute misconduct. Fraud or abuse may result in proportionate action based on evidence and applicable law.
15 Reviews and user content
Submit truthful, relevant content that you have the right to share. Do not post private information, unlawful content or misleading reviews. You retain ownership of your content and grant Hylpers the limited rights needed to host, display and process it for the marketplace, support and dispute handling, subject to the privacy policy and deletion rights.
Hylpers may moderate content for safety, legality and authenticity. Moderation must not be used to misrepresent genuine customer feedback.
16 Safety and emergency situations
Follow access, health, safety and service-specific requirements. Stop and seek appropriate help when there is an immediate danger. Contact local emergency services first in an emergency; Hylpers is not an emergency response service. Report platform concerns when it is safe to do so.
17 Suspension and account closure
Hylpers may restrict features or suspend an account for a material breach, fraud, a substantiated safety issue or a legal requirement. Where appropriate, Hylpers will explain the reason and provide a way to seek review, unless doing so would compromise safety, an investigation or the law. Existing payment and consumer rights remain applicable.
18 Account and data deletion
You can request deletion through the account deletion page or support@hylpers.com. Account deletion and retained records are explained in the privacy policy.
Deletion does not erase a lawful payment obligation or unresolved claim. Hylpers will delete data that can be deleted and retain only information justified by a specific lawful need. An open issue is not a blanket reason to retain an entire account indefinitely.
19 Privacy
The regional privacy policy explains collection, use, sharing, retention and your choices. A privacy notice is not blanket consent to optional processing. Separate consent is obtained when required.
20 Platform access and intellectual property
Hylpers and its licensors own the platform and brand materials, excluding content owned by users or other parties. You receive permission to use the platform for its intended lawful purposes while complying with these terms. Do not copy or misuse protected material.
Service may be interrupted by maintenance, internet or device problems, payment-partner issues or events outside reasonable control. Hylpers does not promise uninterrupted availability.
21 Responsibility and liability
To the extent permitted by law, the platform is supplied as available and Hylpers does not warrant a provider’s conduct, service outcome or future earnings. Providers remain responsible for the services they perform. Hylpers remains responsible for obligations the law places on Hylpers.
Nothing excludes or limits liability or remedies that cannot lawfully be excluded, including mandatory consumer rights and responsibility for fraud or other conduct where exclusion is prohibited. Any exclusion of indirect or consequential loss applies only to the extent lawful and does not excuse Hylpers from its own non-excludable duties.
22 Claims caused by misuse
To the extent permitted by law, a user responsible for fraud, unlawful activity, infringement or a material breach may be required to reimburse Hylpers for reasonable third-party losses directly caused by that conduct. This does not require reimbursement for Hylpers’ own fault or remove a consumer protection that cannot be waived.
23 Changes
Hylpers will publish updated terms with an effective date and give notice of material changes where required. Additional acceptance will be requested where necessary. Changes do not retroactively alter an accepted booking without a lawful basis or agreement.
24 Applicable law and resolving claims
These terms are governed by the applicable laws of the United Arab Emirates and the Emirate of Dubai, subject to mandatory protections that apply to you. You may contact support to seek an informal resolution, but this does not prevent access to a competent court, regulator, payment-provider process or other remedy available under applicable law. These terms do not impose mandatory arbitration or a class-action waiver.
